The purpose of the project is to improve pavement condition and to provide multimodal accommodations.
The project includes reconstruction of the existing roadway with the following elements:

The project includes reconstruction of the existing roadway with the following elements:
- Reduction of West Jackson Street to one travel lane in each direction east of 6th Avenue North.
- Conversion of the West Jackson Street, West Grand Avenue, and 6th Avenue North intersection to an all-way stop.
- Conversion of the West Jackson Street and 4th Avenue North intersection to a single-lane roundabout.
- Pavement reconstruction, curb and gutter replacement, street lighting, new pavement marking, new signs, new sidewalk, Americans with Disabilities Act (ADA) compliant curb ramps, and bicycle accommodations in the form of a shared-use path along the south and west sides of the roadway.
- Replacement or rehabilitation of storm sewer, sanitary sewer, and water main as needed.
