Permits and Right-of-way Management
The management of the public rights-of-way is to provide for the health, safety and welfare of the residents of the city and users of the rights-of-way within the city as well as ensure the structural integrity of the public rights-of-way.
Since the taxpayers bear the financial burden of maintaining the infrastructure, the City desires to minimize and anticipate the number of excavations taking place, regulate the placement of facilities within the rights-of-way, and ensure that the work is performed safely and restored in a manner that minimizes the loss of infrastructure integrity.

Property Owners
Residential property owners can perform their own concrete work that includes; concrete flat work, sidewalk sections, and concrete driveway. The owner must take out a concrete permit prior to the start of each project. Residents may also hire a contractor to do concrete work. The concrete contractor must be licensed and bonded to the City to perform the work.

Contractors must be licensed and bonded to the City of Wisconsin Rapids to perform asphalt, concrete, and excavating work. Contractors must take out permits prior to the start of each project. Failure to obtain a permit prior to doing any work can result in a citation of double the permit fee.

Permit Parking
The City of Wisconsin Rapids has permit parking in municipal parking lots and certain on-street parking areas that can be rented on an annual basis.
