E Grand Ave – Bridge to 8thSt – Parcel 31 accepted the offer and closed on the real-estate. Parcel 17 is still in the Jurisdictional Offer process.

Concrete Joint Sealing – work is complete.
4. 2018 reconstruction project update
High Street – 7thAv N to 10thAv N is being staked for curb & gutter.
Van Buren Street – 8thAv N to 10thAv N is planned to start August 2.
High Street – 12thAv N to 17thAv N – notices were sent to property owners regarding the start of the project. A preconstruction walk-through was held on 8/1/2018.
29thAve Storm Sewer Replacement was completed mid-May.
5. 2019 & 2020 designs for reconstruction projects
Structure Inspections are 90% complete for the 2020 design/construction projects
Preliminary survey was substantially completed for 10thSt from Grove to Airport. Survey crews are waiting on Diggers Hotline locates for a few items. Additionally, design and plans are ~80% complete.

6. E River Bank Recreational Trail
Phase I –Work continues in Demitz Park and has progressed along 2ndSt S.
Change Order No. 1 was signed 6-5-18 for a contract decrease of $208,966.30.
Change Order No. 2 was signed 6-14-18 for a contract decrease of $16,031.00.
Change Order No. 3 was signed 7-27-18 for a contract increase of $3,500. (Attached)
A contract modification is pending for the 2ndSt S cutoff wall at Sta. 415+45 to 418+50 to accommodate Wisconsin River flood plain modeling and DNR requirements. The modification increases the cost by $87,602.40. Contract cost is still ~$50,000 below approved amount. (Attached)
Phase II –plans are in the final review stage.
7. Wastewater Force Main
All direct bury pipe work is complete
Pilot bore and ream is complete.
Preparations are in place to pull pipe through the bore and should be complete by August 10.
8. Wastewater West Side Lift Station
Excavation for lift station is over 50% complete. Much of the excavation is rock excavation.
Lift station is expected to be substantially complete and on-line by the end of 2018
9. Storm Water Utility
One Mile Cr. – The survey for the One Mile Cr. Project is delayed due to lack of visibility with vegetation. A demo of a piece of survey equipment to use in highly vegetated areas is set to arrive mid-August.
Stormwater Management Plan– completion is pending
Summer help continues string trimming known right of way/highway weeds. Weeds have also been sprayed on concrete islands/boulevards/medians, and pulled weeds from downtown tree’s/landscape areas.
More than 20,000 ft of Crack filling on 16 streets in preparation for this year’s chip seal. Summer help also weed sprayed all of streets prior to crack fill

Assisted the Wastewater Utility by loading out approximately 50 loads of class A exceptional quality sludge.
Screened several hundred tons of compost for the preparation of fall storage on west side site.
Made temporary cold patch repairs for 6 concrete blowup’s from excessive heat, primarily on 8thstreet. Full depth repairs will commence when complete list of concrete slab repairs is made.
Recent initiatives for WWTP staff to encourage full scale nitrification has led to drastically improved bacteriological settlability, poly saccharide formation, and effluent quality. All while influent BOD concentrations have not decreased. Ammonia nitrification is a costlier way to operate an activated sludge process, but it does seem to be a large improvement for flocculation, a chronic issue at this facility.
Collection system crews have been cutting roots, cleaning catch basins, televising sewers, and assisting street department construction staff as needed.
Maintenance and Collections crews have been performing seasonal lift station cleaning work. This will ensure optimal lift station performance.
Ellingson Trenchless alongside A1 excavating is approx. 90% complete with the river crossing force main boring. The current plan is to do the HDPE force main pipe pull back on 8/3. This will complete Ellingson Trenchless’ work in the City.
Recent plant performance improvements have led to staff taking final clarifier #2 offline. This will allow for a much needed inspection and cleaning of the equipment.
Summer biosolids hauling was completed on 7/12. City staff members hauled 59 dump truck loads (or 784 wet tons) of biosolids to a local farmer. This created enough storage capacity to get through the rest of the summer.
